GBSIPRD organises two-day state-level workshop on regulation of construction activities in rural areas of Assam
Guwahati, 26 August 2026: The GolapBorbora State Institute of Panchayat & Rural Development (GBSIPRD), Assam, under the guidance of Department of Panchayat & Rural Development, Government of Assam, is organising a two-day state-level workshop on “Regulation of construction activities in rural areas of Assam with special reference to National Highways, State Highways and Other PWD Roads” on 25th and 26th August 2026 at the GBSIPRD Campus, Khanapara, Guwahati.
The workshop was inaugurated by Shri Atul Bora, Hon’ble Minister, Panchayat & Rural Development, Assam, in the presence of Shri B. K. Chakravarty, IAS, Additional Chief Secretary, Government of Assam. Shri OinamSarankumar Singh IAS Commissioner, P &RD Commissionerate, Assam along with other senior officers of the Commissionerate was also present in the inaugural session of the workshop. The objectives of the workshop were presented by Shri Ananta Kr Gogoi, ACS, Director, GBSIPRD, Assam.
Addressing the workshop, Hon’ble Minister Shri Atul Bora emphasised the need for planned and scientific development of rural areas in view of rapid urbanisation, industrialisation and changing land-use patterns. He stressed the importance of coordinated efforts among key departments and agencies to address unplanned construction and promote safer, sustainable and climate-resilient rural development. He also highlighted the role of GBSIPRD in supporting quality training and policy-oriented initiatives in this regard.In his speech, the Hon'ble Minister stated that through this study, the research team of GBSIPRD, Assam, aims to portray a model village in alignment with the Hon'ble Prime Minister's vision of Viksit Bharat@2047. The Hon'ble Minister also highlighted, in his inaugural speech, the Hon’ble Chief Minister’s significant initiative to empower rural women through the MMUA scheme.
Shri B. K. Chakravarty, IAS, Additional Chief Secretary, appreciated the initiative of GBSIPRD and emphasised the need for a simple, practical and digitally accessible building by-law framework for rural Assam. Dr.Arun Kumar Misra, Chairman, Assam Pollution Control Board, highlighted the importance of environmental protection, proper waste management and greater community participation, with three tier Panchayat Raj Institutions playing an active role in creating cleaner and greener rural areas.
The workshop is focusing on the proposed “Framework for regulation of construction activities in rural areas of Assam”, particularly along National Highways, State Highways and other PWD roads. The framework seeks to ensure that construction activities do not adversely affect road safety, future road widening, drainage, pedestrian movement, environmental quality and climate resilience.
The two-day workshop brings together senior officials, planners, engineers, legal professionals, technical experts, academicians and representatives of Panchayati Raj Institutions and various departments, including Town & Country Planning, GMDA, GMC, NHAI, PWD, Pollution Control Board, PHE, Development Authority and other technical, legal and regulatory institutions. The deliberations are expected to provide practical inputs for developing an effective regulatory framework for planned rural growth and construction activities in Assam.
The workshop concluded today with a Conclusion and Valedictory Session, anchored by Shri PabitraKalita, Joint Director, GBSIPRD. The session highlighted the key observations and recommendations emerging from the deliberations, which were duly noted for consideration and further refinement of the ongoing study.
